I only ask that if Sami get indigenous status that African hunter gatherers tribes get it, would be funny to see Bantu South Africans get called not indigenous to South Africa.

The Sami having indigenous status is proof that the concept is utterly meaningless, at least the way libs and leftoids understand it.

"Indigenous", in the way it's used currently, is a motte-and-bailey where the bailey is "the most native group in the nation with the best claim to the land" and the motte is "whoever the UN decides is native (which they do more on a basis of cultural aesthetic keyed on low development, low integration into the broader culture and superficial similarity to native American cultures than a historic basis). It's an incompatible discourse misapplied from the original context.

As expected, CBC doesn't actually report this case very accurately.

This is about the municipality Kautokeino a.k.a Guovdegaidnu wanting exclusive rights over the "wilderness resources" in their municipality. They wanted the rights to belong to all people in the municipality, regardless of whether they are Sami or not. About of a third of the people in Kautokeino aren't registered in the Sami census, even though 90% speak the Sami language.

A minority in Kautokeino wanted the rights to only belong to the Sami inhabitants of the municipality. But this got no support in the court at all. The court ruled that the right to the "wilderness resources" belong to all the inhabitants of the county Finnmark, again whether they are Sami or not (through FeFo, a special management council set up by government).

So there is local ownership of resources, just on the county level rather than the municipal level. The people who wanted ownership based on indigenous identification were a minority, afaik. even within the indigenous identification.
