Maybe they should just like... bring a hose? Like if they don't have time to get a special, just shoot a fire hose up into the air so it sprinkles on everybody. It seems like with all their money they could probably pull that off.
Well no, they're still too incompetent and disorganized to pull that off, but they could pay somebody else to do it.
