While Boeing is a poorly managed company with a terrible engineering model currently, I still think the primary fault for those two crashes was the third-world airlines not bothering to train their pilots. Boeing sent everyone documentation about how the MAX had changed, and somehow countries with stringent safety protocals had no issues.
