I've often wondered if my ADM understands that it's a consultant's job to say "yes".

They aren't in the business of giving bad news or telling you that problems are unsolveable. They can always solve it for you, and it will always be cheap and effective and guaranteed to work. This isn't the response you usually get from the public servants. One can certainly understand the appeal to someone at that level, especially in a government committed to "sunny ways".

But would you hire a plumber who thought it was her job to only give you good news?

No, I wouldn't, because I wouldn't hire a woman plumber.

This comes from a culture of unaccountability in parliament. No one wants to come up with an idea only to be blamed when it fails, so they use consultants
