I think Democrats have somewhat campaigned on it though it is mostly focused on state abortion rulings and term limits like what Biden was talking about introducing for the SC.
The problem is that I think most Democrat politicians don't want to really handicap their ability to use the courts like Republicans currently are in the future so their judiciary reforms tend to be pretty limp wristed and not that serious.
