It's all so dumb because we don't need any legal changes to quell the problem. What we need is enforcement.
Oh, you say that the shoplifters are carefully committing misdemeanors? Last I checked, misdemeanors can merit sentences up to a year, yet frickall happens, of course.

Well you see, PoC were disproportionaly convicted of shoplifting which suggests Police were being racist in their policing.
That is the ONLY explanation. Therefore if we make Police discriminate against PoC less then shoplifting and biased convictions will reduce.
No, it doesn't have to make sense and to question is racist.
