Why? Because they're trying to push a narrative that everything bad in Haiti is evil White imperialists fault, and therefore it's the moral prerogative of America to take in every single Haitian. They want you to believe that BIPOCs are in no way, shape, or form responsible for anything in the past two hundred years that resulted in the country being a shithole, because deep down inside they're racists who think that they have no agency.

Look at Korea. Got bootyblasted and brutally colonized by the Japs for forever, got torn apart in two wars less than a decade apart, and within half a century it's one of the world's leading countries by any measure. It's your people, not your past, that define your country's future.
