That would be unprecedented though. Nobody in Earth's history has tried to change the term limits before they left office!
For the cheap seats: I'm joking. Most of the time in a third world country where there's no respect for the rule of a law, the president will try to change the constitution when he's about to get term-limited. When I say "most of the time" I mean if you just flip through the Encyclopedia of Boomer-Zoomer Times and glance at every couple pages you'll see this dozens of times since the 1960s at least.
There is a solution though, one pioneered by
@nuclearshill's people. Have your wife run instead!

No, there really are not many proper uses of tariffs. Probably violates a number of international agreements. Of course there's a non-trivial segment of the voter base that thinks that is proud of flouting all of this when they get pissy, that being a bully who can ignore whatever rules they want is constitutive of American "greatness". Not only do I find this attitude fundamentally odious, but I think it will actually backfire by undermining American soft power.

Yeah, I mean it's fair that maybe Colombia is supposed to take these people back but is refusing.
Looking into the details more, it does seem like this is a FAFO moment for Colombia. So I guess some sort of retaliation if justified, not sure if tariffs are the right way to go but it may or may not be okay (still not sure what the WTO would dictate here.)
