It's likely he'll never actually impose tariffs, only demotivating his base.
If I was the Leaf PM, I would impose even harsher tariffs starting tomorrow, such as a 260% tariff on all oil, potash, electricity, food, auto parts and more. And void all US drug patents and tv copyright.
