It was a study. It found that conservatives put more value and compassion towards their inner circle: family, friends, ect. While liberals put equal value towards birds and other dumb shit as they do their own family and friends.
That's why when you see the starship troopers debate or immigrant debate or whatever have you, the liberals will be more willing to argue for compassion towards alien beings, even at the expense of their own community. As I recall, the rightoid meme version was an (intentional?) misinterpretation of the study. What it actually said was that libs care more about everyone than rightoids, inclusing their own inner circles. It's not that libs care about starving children in Africa than about their own parents (though I'm sure that's not uncommon), it's that they care about people outside their inner circles at all.
