It's super hard to arrest/hold someone like this in the US/UK.
The reality is hands are tied. You see this after mass shootings in America sometimes where cons claim "the FBI knew and let it happened" despite the FBI not being allowed to do shit in most cases due to the law cons themselves rabidly support.
