Meh it's not as r-slurred as it seems. If America seems destablized and focused on internal problems the calculation for "what can we get away with" changes.
Generally when you see someone with a lot of relevant expertise on a topic say something you find r-slurred it probably isn't them that is r-slurred.
Also jan 6 marked a pretty serious escalation in terms of polarization, so it's understandable Russia might think the government incapable of putting up a unified front.
Obviously Russia miscalculated but what this guy is saying is perfectly defensible.
