Nobody in Mississippi is homeless because if you manage to put together a makeshift cardboard box you're already living in a better-conditioned house than 75% of the rest of the state.

Knowing my fellow Oregonians I'm going to predict two explanations in the comments. The cope explanation, "we're just better and more honest in our recording."
The oversimplified but not wholly wrong explanation, "decriminalizing drugs attracted more drug addicts."

Top comment is the misreporting one, and the above explains that homeless go to those places because the services and weather are so much better (they actually cure homelessness!), but the heckin drug dealers ruined the homeless programs.
Fascinating how much they can twist themselves into not blaming the subsidies to homelessness or lack of law enforcement.
