Skiing is like road cycling. The amount you have to spend on equipment before you can even start skiing is a lot. This keeps out the poors. I guess you can rent stuff though.
Never met a peakpoor road cyclist, all of them are at least middle class. I guess the same goes for Skiiers.

Budget skis exist and most middle class families own a set.

I've seen skis and snowboards in the back of thrift stores all the time so if you really wanted to on the cheap...
