Kids have lived in apartments for centuries and it's only the last decade or so since millennials have had kids that we've had to deal with kids poor driving each other into the floorboards of a shitty top floor condo. This is 100% about current day parents being unwilling to consider that kids of any age can be responsible for anything at all

Yeah, kids were generally pretty well behaved until exactly 2016. One of the worst effects of Drumpf's presidency has been that fascism promotes poor children misbehaving. Without Drumpf having been elected we would be in the good old days where seedy downtown apartments were at least quiet.

Part of it is also if the kids can't go outside to play (either parents are too scared to let them out alone, there aren't spaces for them to play, or the spaces are occupied by homeless, junkies and crazies). Kids should not be indoors all the time, and that's why if they're running around during the daytime, they're driving this guy crazy.

So he does have a point, but on the other hand, if the parents are moving in to an apartment they can't stipulate "it MUST be on the ground floor", they have to take what's available. Maybe they didn't have kids when they first moved in.

Also, shitty cheap construction means no insulation so you can hear everything going on next door like it's in the next room. Skimping on building materials means reducing costs,but it also means you end up with paper-thin walls and ceilings so you can hear your neighbour (and they can hear you) walking across the floor.

And that shitty-insulated houses are cheaper neatly correlates with poors not raising their kids so theyre particularly loud and ill-behaved. So not only do you hear any child, you tend to have children that are above-average loud.
