Do nothing, as is tradition

Actually locate a parcel of land, build a massive temporary housing project that is far enough away from neighborhoods to prevent NIMBY opposition

Have tax exempt religious institutions house these people

I always find it funny when Redditors expose how little they know. When cities "work with community leaders and homeless charities" they almost always mean churches.

I'm sure a lot of religious institutions would be happy to house the homeless on the condition that they don't use drugs.

They're trying to say the churches don't pay taxes and contribute nothing to society. In reality they run most of the homeless shelters/outreach and if it isn't explicitly religious, usually it's the secular branch of a church for charity work.
