Squats, go with big weight to put on booty meat and once your legs start getting too big switch to high reps.
Cardio for the waist I guess. Diet is more important.
Good luck, but tbh you're never going to be able to overcome the male skeleton so you need to be really careful about your clothes. Unfortunately the 'girly' clothes that you probably want to wear are the ones that highlight those features the most.

It's closer to 18 and if it's at all you can only change up to millimeters of width
