Since you're a male, deadlifts and squats would probably be too masculinizing. Try barbell glute bridges/hip thrusts, split squats, and maybe Romanian Deadlifts. Directly working out your waist at all will probably just make it wider, so just be skinny.

Yes obviously, it's more weight in a greater ROM. There's relative activation, and there's absolute activation. That's why we have Main Lifts and Accessories r-slur. An RDL will not give him a god butt unless he also squats and normal deadlifts.

Simply false, any effective powerlifting starts with a of period of bulking up with muscle, you can't build something from nothing after all.
It's about lifting the most weight yes, but you can't do that without a lot of muscle. More weight on the bar builds more muscle too, that's just how the body works, hypertrophy is an adaption to stress.
