You could learn to develop them yourself, it's not super difficult but it's a long and annoying process that will probably require you buying equipment. Otherwise you're probably going to have to find a niche local shop since I don't think any of the big box stores develop film anymore.
For filters it depends what you're going for, the limits of Photoshop is you've already gotten all of the data you can from the scene. The filter films will have an advantage in some situations. I'd start with Photoshop and see if you get the results you want and if you want to something more specialized branch out later

After doing research with all this mind, am I r-slurred to think I could just scan the 35mm film in a plus tek 8100 and then fix the negatives in photoshop? Walmart does send off delivery for 35mm but if I'm gonna do that I may as well do a specialized online developer

Not familiar with that scanner but yeah if you have a high enough quality scanner that would work, you can do all the post processing off the negative so it shouldn't require any additional processing
