Realistically she's probably stuck with Biden's campaign team because there's no time to staff a new campaign. Biden's people are all DC establishment types who've been around the block.

No time and no people available because the professional consultants knew that Biden was running virtually unopposed in the primary, so they likely started going out to work for governor, senate, and house races. They ain't going to leave those now. And from what I know, the Biden campaign people weren't all that great. Many were the deputies or assistants to the main Obama people, and they're nowhere near as good as their old bosses.
