I think the tech is closer to conceiving the baby, then popping it out into the artificial womb for the tougher stuff, since they're mainly being designed now for premature babies. It doesn't work, the Swedes tried in the 90s and it failed. Every single euro program making motherhood easier and giving families money or tax breaks has been nothing but a waste of money.
The fact is urbancels never had many kids, rurals did, even back when contraception wasn't available and it got worse as women became more educated. Another cause are delayed marriages, in the past women married on average in their early 20s and even today most women prefer to have a kid either after marrying or setting down with a man, this is happening later and later.
I'm honestly a fertility doomer at this point, it's not going to rebound, at least not this century.
