Promise to pay it, but only if they agree to pay twice that amount to the West for inventing technologies that have doubled the average human lifespan, including theirs, over the last 200 years. And if they won't pay up, well, it's been a while since the Falklands, and I'm pretty sure too many British soldiers are fat and really need some exercise, so a good war might be just the thing.
