First two alphabets are state codes, next 2-4 I think are up to states and their motor vehicle departments, my father's one has 3 but I've seen ones from our state with 4 :marseyshrug: I don't think these codes are given out chronologically, even the cars waiting with their plates on at the dealership all had very disparate letters. Last 4 are random numbers but you can pay to get the special numbers. Now I think about it are more letters there to allow them to sell more special numbers :marseyhmm: I saw a BMW with 0007 number plate two days back, that was cool.

KA = State

04 = District/Registration office code

MS = Rolling serial, it used to be single letter from A-Z but those are exhausted so now they go from AA-ZZ

4136 = Standard 4 digit number to go along with the rolling serial. There can be MS 4136, MT 4136, MU 4136 but in the end a 6 letter unique code in the district

You can always buy the 4 digit number, otherwise a random one is assigned to you. 9999 0007 etc and other special numbers go for different rates some even around 2lacs for 9999 etc
