They have a GDP/capita of 820$ BTW, poor even by African standards.
They don't have street view in smaller roads but inside the capital even what looked like low income neighbourhoods looked OK, not first world tier but definitely way better than I'd expect in a country in that income class.
Normal neighbourhoods looked pretty typical I guess.
And this is 50 km from the capital, on a highway admittedly but for a poor country the way they built green patches next to the road is pretty impressive.
Two lane highway but I guess they're a tiny country and don't need more, don't see much traffic in the street view pics either.

You'd be surprised how much they are the only ones keeping things running in reality. We have some centrally administered areas, without local government, its incredible how much better institutions are run there.

It's similar to how an alcoholic needs alcohol to survive. Yeah, if you took the bureaucracy away overnight lots of shit would fall apart. However, it's only because of longstanding bureaucracy that things are so bad to begin with. The entire socioeconomic structure has built up around the bureaucracy.
Edit: That's not to say that I think local governments should be removed completely. I was just using that scenario to illustrate my point.

Nah local level politics is fricked. Illiterates, gangsters and nothing else. BJP can barely get enough qualified people for even its central leadership, state level ministers are often similar. The people vote their image. Unless there's some sort of meritocratic order(however stilted) in charge things will actually collapse South Africa style. Because fundamentally our politicians are similar. Only difference is central leadership has(usually) not been complete sellouts and occasional bright spots in states, allowing some states to cash in on liberalization.
As a very basic example, though it would aid my more chuddish instincts take law and order. Right now bureaucrats are responsible for it outside the cities, of course ultimately state capital is in charge but on the ground decisions(like ordering police to fire) are issued by bureaucrats. They're liable so if say a massacre takes place they'll be in serious trouble. Usually they care enough about their own skins to try their best to stop such riots. With politicians you'll often have radicals in power. Police might stay in barracks when trouble breaks out.

To clarify, when I say "government", I mean both civil service and politicians. All I meant with the edit is that I wasn't advocating for libetarianism, i.e. no government/bureaucracy at all.
