In general, the whole idea that any souvereign state does not use its means available to retaliate against a terrorist group that killed more than 1000 civilians is ridiculess. Such a country would not deserve to survive because it would demonstrate openly that it doesn't care about the safety of its citizens at all. It would be politically impossible for any kind of government to continue functioning if they would tell their own people "We deserve this, therefore we won't use our superior weapons to fight back. We will even reward the terrorists".

Haha yeah imagine if a group of terrorists set off a bomb killing children at a pop concert and the main response was to get people to sing a shitty Oasis song and worry about the potential backlash against poor innocent Muslims. Luckily no real country would actually be that pathetic...
