Seriouspost: How exactly do you defeat a terrorist organization that was voted in by its people's parliament?

Hamas was voted in almost 20 years ago and there hasn't been another election since for various reasons.

Its paramilitary answers to Hamas leadership and not to any form of government for Palestine. This is like how the Wehrmacht belonged to the State of Germany but the SS belonged to the Nazi Party.

They embed in civilian populations, they bait Israeli attacks on those centers, they disguise their rocket launchers as garbage trucks and park them near schools and hospitals.

So what would an actual "defeat Hamas" scenario even look like?

Ideally they could surgically get rid of only the Hamas leasership and fighters, but how does a military do that without an absolute bloodbath?
