Lol, sure phones are totally the standard way to communicate in conflict. As for Mosad tapping phones, I'd bet you good money they 'tap' (ie. intercept) virtually every phone call in the the Gaza strip, and have done so for a long time, it's not some science fiction capability, the US intercepts most of the calls made in the south pacific/south east asia from Pine Gap in Australia, for automated analysis.

Probably because
a. the attackers had good opsec and know that Mosad listens to their phone calls, so avoided talking about this stuff on the phone?
and
b. they did see signs of the attack coming, apparently, but the ones doing the nooticing (ie. border guards seeing people at the security fence with maps in the days leading up to the attack) were ignored by their superiors because 'Hamas are just punks who can't organize anything very sophisticated'.
