Egypt rejects Palestinians, says they should be taken in by the country they want to destroy instead

As a staunch defender of western democratic values, I'd like to propose a simple, fair solution:

Everyone who lives in the region of Palestine is granted citizenship in one nation. They hold an election and whichever party or coalition counts for at least 50.1% of the votes makes the rules. Surely everyone who believes in a rules based international order can see this is the only fair and valid way for a government to form, right?
