Nukes don't actually irradiate the land all that much unless you do ground detonations. It would be safe enough to clean up in a few days or weeks and would be back to normal in a year or two. Hiroshima rebuilt and recovered within 6 years of the bomb. Most of the radiation effects will be felt by the people who were present at the time of bombing, and their children.
Anyway, it's gonna be tough work demo'ing all those apartments and cleaning it up. Nuclear ambiguity has long been thrown out the window, so maybe they think they could save time by nuking the buildings into rubble and bulldozing it away.
