Who's next on the chopping block? They even say codecels aren't really competitive anymore.

It means that Google isn't going to really care what they are suggesting, especially with their stock rising over the last few days.

Im pretty sure the stock rising is because they're axing people. And if tbey axed more it would go higher simply because it means theres less people sapping their returns

Somewhat true but there is an equilibrium. If the stock wasn't moving higher even with the layoffs that would be a bigger indicator that more are needed, however Google's revenue per employee has still risen a lot over the years.

Maybe in the short term but a lot of people in the companies are relying on the stock growing long term and they need a ton of codecels to manage their current operations plus more to innovate and grow. It's probably better off to just keep with the hiring freeze rather than firing positions they will probably just hire again later this year, especially when they are offering like 6 month severance packages.

Activist investors don't need to own many voting shares to exert influence, they just need to convince enough of the other stockholders, eg by publishing letters laying out their rationale for even more staff cuts.
