Codecels log in to work and 'refactor' or 'hunt down a bug' all day. There's no standard measurement of how productive they are, and other codecels agree that the problems are hard to solve so managers don't question them.
The only way to out the bad ones are to hire a much better one and compare their output against each other.

I mean I worked at start-up companies with fake business models and we did nothing except try to get more venture capital funding. I think people weren't doing anything. Little different from these actually successful companies but the whole start-up culture is rooms full of fraud.

Even if it's not the company defrauding investors there's a lot of scammers looking to get hired at legitimate startups so they can get their fraud on. They usually get away scot-free too since the victims are usually too embarrassed to admit they got scammed. I worked at a place that hired a scam artist CTO who was able to run up 6 figures on a company card and sold the company a /16 that he didn't actually own.

That's funny. I had a client for a short time that was extremely smug and said he was a rent-a-CTO but he asked me the oddest questions about encryption like he was trying to show me he was smart but the questions were so dumb. Like asking if if I had coded encryption algorithms, which as I'm sure you know is not something a rando coder would do. I think he was trying to look smug with me but he sounded like a moron. The entire month I worked with him, he just flew from town to town and went to conferences and I still wonder wtf he did for these companies he claimed to work for.

As soon as I met him I knew something was off, I think it's because I used to be involved in some hoodrat shenanigans in my youth so it was like a bullpooping a bullshitter kind of thing. He said everything they wanted to hear and his employment history looked legit, at least until after the fact when a lawyer got a bunch of his previous employers to admit in confidence that he scammed them too. The only reason he even got caught was because he couldn't deliver that block of IP addresses and finally ran out of excuses. They didn't even find out about the credit card shit until after he was gone. The founder was not a very good judge of character, he got really lucky finding the Woz to his Jobs early on but other than that he tended to surround himself with sycophants.
