At least in Canada, you would have rifle and pistol training in officer basic training, with annual re-qual, its not at all difficult, but you need to operate the systems to a basic level of proficiency
Even without those re-quals I would expect, at a minimum, a naval officer of any trade and rank should be able to know how to shoulder a rifle and know that the scope is mounted in the right direction, if not in an optimal position fore or aft, (I'd excuse the foregrip positioning) its not that complicated
He's managed to reach command, and with the pic being this sloppy (if you don't know ask and he should know enough to ask) the loss of confidence makes sense

I will say as a fully self-taught shooter (extensive flat range larping) that most enlisted military guys I've shot with have solid fundamental marksmanship techniques for rifles but really struggle with shotguns and pistols.
I'm not friends with any officers who weren't into guns (neurodivergent) before joining so I have no idea how bad it is with a senior officers

Ziggers commonly resort to AKs when attacked by naval drones (aka remote guided torpedo boats, ww2 tech), but you clearly need at least .50 cal to stop unmanned boat.

tbh I don't think officers even shoot guns except like once during training. most af/navy ENLISTED only ever shoot guns during basic, except for secfo/ milpolice who have to shoot regularly.
oh and maybe army/ marines im not sure i know they have a rifle week but i don't know much shooting they do

idk all Marines shoot at least once a year as a service requirement so that's around 2-3 weeks on the range and tables 1-6, the specific stuff for their unit and MOS METL like combat arms has to shoot heavies and probably maybe CQB and sometimes just to burn ammo
