Different labor market conditions in different regions. Same reason why in multinational law firms you're seeing 1st year burgers start at double the pay of 1st year associates in Europe and by year 4 they take home more than senior partners in the UK and Canada.

Euros also have no negotiating power; as CS jobs are probably the easiest thing in the world to outsource.
