It's a multi-layered thing. They set diversity targets, but then also set policies pointing out hiring must be race-blind (as this is federal law). Then they punish the HR managers for not hitting the targets. In response, the managers tell their staff to ignore the nondiscrimination policies and use underhanded tricks to find black people on LinkedIn. This instruction is delivered in wokeified language, so the HR girls in recruiting think it is a great blow for equity.
I have seen this firsthand in several companies.

Yep, this is the dishonesty at the heart of a lot of civil rights law: you can't discriminate on race but if you don't achieve implicit diversity targets you will be punished. So people will meet them.. by discriminating on race, just in ways that don't leave a paper trail.
In 20 years, God willing, there will be a lot of collective embarrassment over this.

My friend literally gets bonuses for hiring non-whites. I'm not gonna doxx his company, but he constantly has to argue with his manager to not hire unqualified jeets for code positions lmao.
