The “Heartland” (Eastern Europe, Siberia and Central Asia) has basically been civilizational backwater for all of human history, but somehow controlling it is the key to controlling the World. I know it was invented by some bong, but the only ones who actually believe it is zigger eurasianists because they hope it will make Russia more relevant than the gas station with nukes that it is.

The Heartland theory is like Dugin, a meme. Actual Eurasianists (who don't matter in the first place politically) usually base their ideas around their own territories. And Mackinder (who isn't some bong but is considered the father of geopolitics and geostrategy) and his Heartland theory generally more deals with how to secure the heartland and therefore the world island from Russia not for it. His three scenarios are an invasion of Russia, a Western Euro-Russian alliance and an Asian invasion of Russia. Only the middle one sees Russia in any position of strength and at the time it was envisioned that said Western power would be Germany (and we can see how that panned out).
Insofar as Russian leaders are inspired by the theory their aims would be Central Asia down to Iran ala the Great Game not the rest of Eastern Europe as that's the heavily missing chunk of the "pivot area" that remains in order to saddle the World Island. Putin's focus is obviously more focused on the westward Moscow axis of the former Soviet states.
