Increasing complexity doesn't necessarily mean increasing quality.
4 had too many QoL fixes to be that low imo. One of those very few games with near infinite replayability.
Civ2 still pretty good though

You were almost correct but you forgot about SMAC
SMAC is good but unbalanced. And the AI sucks butt. Overrated.
Colonization was my favorite of the early SM strategy games. The CIV4 spinoff wasn't bad either.
