This isn't what largest economy means. Per Capita means it's adjusted by population, looking at only GDP they rank 2nd in a near tie with Germany.

I had someone unironically use something similar for per capita with china to make the argument that they're the most energy efficient country in the world despite dumping out more pollution than everybody combined.

Except it glosses over that not everyone benefits from the output of pollution to power output. That ratio is a much larger divide in China than say the US. Meaning despite US utilizing its power and CO2 output more people are benefitting from it than say China and its people.
That and on top of that the UN doesn't fine them because the UN has designated them as a "developing country"

That's true, comparing values by GDP/capita or GDP PPP is stupid when just trying to flex about the strength of an economy, but even if you look at the nominal GDP figures, Russia is 8th in the world, behind Germany, France and the UK, roughly on the same level as Italy or Canada.
