NATO expansions talk was before Soviet Union fallen.
That memo (memorandum) was during Eltsin when west decided to give Ukraine meme paper so they stop sabotaging soviets nukes. All Soviet nukes were property of Russian soviet republic and they even didn't let non Russian soldiers protect those nukes and all launch code and control was in Moscow. For example Belarus and Kazakhstan also held some Soviet nukes but they didn't started bs as Ukraine.
Ukraine also wanted to be the successor of Soviet Union and get all the legacy like soviets embassies, Soviet north and south poles bases and many other shit but they didn't wanted Soviet debts
