If they allowed them to stay, they would be accused of using civilians as human shields, or they would be accused of massacre if the civilians got shot during the firefight.
But it's far more likely that civilians simply asked to be escorted to the safe zone, not that they should have let them stay even if they didn't.

it's possible it was voluntary but then why would the soldier be there? I've seen a ton of frontline videos where the old people refuse to leave, even as artillery lands around them, and Ukranians have had to force them to leave. If they are still there in 2025 in the hottest part of the country it's almost certainly being forced out.
