Most aids Ukraine is getting is financial one like for example Ukraine gdp per capita is just 4000 or so an Ukraine army minimum wage now is 3000 buxx. So Ukraine clearly has no such kind of money to pay to almost 1 million men army.
And as you seen with closure of USAID 90% journ*list in Ukraine lost the fundings.
