Men isn't Russia's biggest problem currently. Tanks and armored infantry vehicles are what they need and they're running through their Soviet inventory quickly. They only have the capacity to make around 20-30 new tanks a year because getting parts is nearly impossible due to sanctions. They also need to replace their howitzer cannon barrels which they also don't have the resources to do. China's quality is horrible so they aren't really an option.
