The amendment requires government agencies to hand over any records on UFOs within 300 days and mandates the disclosure of those records to the public unless there is a compelling reason to keep them classified.0 The UAP Records Collection will be created by the National Archives and Records Administration and every government office will be directed to identify which records would fall into the collection. The UAP Records Collection would carry the presumption of immediate disclosure, meaning that a review board would have to provide a reasoning for the documents to stay classified. The amendment is modeled on the President John F. Kennedy Assassination Records Collection Act of 1992 and would increase transparency around UAP and further open scientific research.
