The grift that keeps on grifting. After the Navy "disclosed" everything about intelligence operations against China because of whiny congressmen the media just keeps on cockgobbling them. Why?
Because it's really cheap. The UFO clowns can buy a story in the NYT now for virtually nothing, bribe military officers (frick you Fravor the next thing Sexual you're going to get isn't your call sign it's demons on you in heck) and just keep the UFO shit perpetually on life support.
Apparently when Hal Puthoff dies there's a competition over who inherits his throne as king of the r-slurs. This is way more interesting than bad scifi from people who don't know how to write.

They do it because it is better for your public to think aliens are real than to write a thousand articles about how they just saw the unreleased US military secret jet flying in the air and discussing its specs.
You already have declassified documents from WW2 talking about how a lot of the alien conspiracy stuff was secret agencies trying to fill the conspiracy space with noise so as to make the actual conspiracies less believable, along with having the other side waste money on projects that the secret agencies knew were bullshit. It's easier to ignore a "conspiracy" about secret US squads attacking and burning down entire villages in Vietnam or Afghanistan at night to spread terror when it is surrounded by a dozen articles about how closing your eyes and focusing really hard gives you access to infinite energy.
You also need to account for the fact that secret intelligence agencies in the 50s and 60s had more funding than brains so often they would have unspent money lying over to throw at random ideas to see what sticks.
An easy example being Project MKUltra.
Another example being the propaganda about the Nazis using jewish fat to make soap during WW2.
It's like being mad at Alex Jones for going crazy after discovering a cabal of international bankers burning a (presumably) child effigy to a 15 foot tall statue of Moloch

Now it's definitely just a rich dude larping camp but a few decades ago it was full of high-profile Republican politicians blackmailing each other over their cutetwinkery. Similar to something like British boarding schools. They'd force some young representative to suck them off in exchange for getting closer to the inner circle, then use that as blackmail if he stepped out of line later on. Jones claimed that he was propositioned by multiple senators when he was there.
