It was a fairly obvious intentional kick when you first saw it, and doubly so when you find out the guy has a history of using his legs for side-swipe kicks, like this old game of his.
I also still play hockey too and have since I was 12 (I'm obviously playing in old man beer leagues now) and this was a no-brainer from the start. Manslaughter.

well if they didn't stop him from doing these kicks before, it's not really his fault.
he was never taught better.

I didn't realize kicking someone on the leg would make him think it was okay to kick somebody in the neck. He was innocent officer.

I mean, it's not the same kicking motion as the one that killed Johnson, sure. Does it show Petgrave's proclivity towards using his leg to make a dirty play after a missed check? Yup.

Put simply: the two videos, plus Petgrave's history as a goon/enforcer, leading that league in PIMS, etc., show a dirty player who took his dirty play too far. He's not exactly a skill player, he's there to cause havoc and hit, and he likes to use his feet to do so.

Not to be that guy, but those are long-established hockey terms that generally referred to mayos, but mostly because it used to be a pretty much mayo-only sport. Basically, the goon/enforcer is there to be a physical presence to beat down on the opposing team, get into a scrap or two, and mostly defend your highly-skilled forwards from getting hit. And then have CTE for the rest of their lives. Bob Probert is the prototypical example.
But frick it, add those to the list too.

Oh yeah I know what enforcers are in hockey. Due to this site, slashes make me think of gender stuff though and the thought of a goon enforcer fetish was funny for a min.
