All the Gulf states are trying to diversify as much as possible and build towards future. Domestic league investment is good for tourism AND to keep local population happy, foreign football investment is great for political capital (so was the WC).

The guy who bought Malaga CF did so to get the contract for rebuilding port in Malaga, when he didn't get it he pulled the plug on investments and the club is now in 3rd division. PSG, Man City, Newcastle etc. are heavily about this as well.
