I'm pretty sure certain units in 9th edition had access to more stratagems than whole detachments in 10th, is this your first edition? The main complaint of this edition is how dumbed down it is

Heavily debatable now that every other month theres a new update. Heck GSC have had five updates since launch drastically changing their core rules.
Its constantly losing content with every codex release.
This isnt an improvement to 9th edition. This is a business model to humiliate anyone who actually plays the game

I know I'm getting old but my 7th edition codex was 100% of what was needed to learn the game. Every interaction was covered with no ambiguity.

The new guard codex is a mess. Nobody knows how many special weapons kreig can take and scions cant deep strike anymore. Like why was that the issue that it needed nerfed
