Feargus isn't "cowardly" or "penny pinching". He has the habit of promising the publisher he can do too much too fast. Then he runs out of money and time and has to release a game that looks cheap and is half finished.

Part of that is his job though. I think it also mostly depends on how the title is perceived in the eyes of the community. The Larian guy (Sven something) also promised many things that didn't end up in the game (e.g. the upper city of Baldur's Gate) but people don't seem to mind that as the game itself is still good. If anything, judging by Kaami's reaction, I highly doubt the average g*mer knows anything about the people making their game.
