There was no way we could fit the whole map of gta3 in PS2 memory. Streaming involves loading models from the DVD as the player moves around. This was the hardest technical challenge during the development of gta3 and was coded by Adam Fowler.

Burnout 3 (and revenge) were such top tier kino games. Same with Need for speed most wanted and the underground games - why can't they make kino racing games where I kill innocent families with my street racing antics anymore?!

I legit don't know what happened that cursed the world to not have any true successors to those games. Perhaps the economics of making AA games just getting fricked over? There might have been been a chance to revive the genre by an ambitious kickstarter before everyone realized that you shouldn't trust kickstarters. The kids deserve wholesome games where dirty crash-oriented street racing is rewarded! It prepares them for life, spiritually.

Can you even imagine a modern Burnout game? Your car would be a tank to keep difficulty low, some r-slurred suit would force real cars in and there'd be no destruction, and the soy writers would hamfist some story about an an annoying college student destroying property to destroy capitalism or some shit
State of racing games is sad, there are niche games for small communities, many of them sims, boring franchise installments that keep getting worse (Forza, GT, NFS), arguably GTA is also a substitue for an arcade racer for many people. Most fun arcade games died out, Burnout, Motorsport, FlatOut, Midnight Club, Split/Second...

Man old devs really were the shit. Like I don't shit on modern programmers, we all work with what we have and we don't have to work around those sorts of limitations anymore. But people working on literal toys back then were actually peerless engineers with a marvelous understanding of machines. Mad respect.

They figured out improvements the streaming issues really quickly considering it was just a year between GTA3 and GTA:VC, which added the helicopters and the sea plane. IIRC the only mission which required flying was the movie theater mission, so the fix must have come in fairly late in VC's development cycle, but that's still very impressive.
Compare this to the GTAV devs, who couldn't even figure out how to efficiently load game data
