Basically when you take your character and black out their features. Their silhouette should still be easily recognizable. It helps show if the character's design is too cluttered or generic, since your character should be instantly discernible.
It's not the end all be all of character design but it does matter more in some areas. I'd argue that an FPS should make them easily recognizable. DOTA being 3rd person with a movable camera, doesn't really matter as much.

These still look super gay and just as DEI as the originals. There's just nothing distinct about these characters and they fail the silhouette test.
