He cant even full launch in the US, how does he expect to have the bandwidth and density for the middle of the east?

The satellites get saturated while flying over the eastern US (and canada :p), but they are mostly unused elsewhere. So while they fly over iran they could provide bandwidth for iranians.

Yes, but iirc they also need a good amount of ground stations too, i dont know if there even is any there
